Is it mandatory to get an FSSAI license?
It is mandatory for the following individuals or entities to obtain FSSAI Registration or License as per the rules and regulation of the Food Safety and Standard Act, 2006:

4. Wholesale food business operators
5. Food Traders

7. Caterers or Hotels
Do you need an FSSAI registration or FSSAI license?
FSSAI registration should be applied by small food businesses that operate locally. You need to apply for this registration if you
- Manufacture or sell any article of food by yourself or through a small retailer, hawker, itinerant vendor or temporary stall holder
- Distribute foods including in any religious or social gathering (except as caterer)
- Own food businesses including a small scale kitchen or cottage or are working in other industries related to food businesses
- Own a tiny food businesses with an annual turnover not exceeding Rs.12 lakhs and whose:
- Production capacity of food does not exceed 100 kg/ltr per day [exception is given to milk, milk products, meat, and meat products]
- Procurement or handling and collection of milk is up to 500 litres of milk per day
- Slaughtering capacity is 2 large animals or 10 small animals or 50 poultry birds per day or less
If you are not a small business, you need to apply for either a state or a central FSSAI license based on the size and operational functioning of your business. Large food manufacturers, processors, transporters and importers of food products whose annual turnover is above 20 crores require a central FSSAI license. Medium-sized food manufacturers, processors and transporters whose annual turnover is above 20 crores but below 12 lakhs require a state FSSAI license.
FSSAI licenses are more thorough and the process is more comprehensive than FSSAI registration.
Required Documents
For FSSAI Registration
Common documents required for obtaining FSSAI registration include:
• FSSAI declaration
• Name, Address and Photo Identity of FBO
• Proof of possession of premises (e.g. Rental Agreement)
• List of food products to be dealt
• Food safety management system plan
• Passport size photo
• Identity proof of applicant
• Filled and signed application form (online application is filled on the website)
• Partnership Deed / Certificate of Incorporation / Articles of Association e.t.c.
State FSSAI License
- Rental Agreement of Business Premises
- ID Proof of the Concerned Person (Aadhaar Card / Driving License / Passport / Voter ID)
- Any Government Registration Certificates ( Company Incorporation Certificate / Firm Registration / Partnership Deed / Pan card / GST / Shop & Establishment / Trade License)
- If the applicant is a private limited company or partnership firm then they should provide MOA & AOA or Partnership deed copy
- Any one of the following certificate is compulsory (Trade license, Shop & Establishment, Panchayath License, Corporation License, unicipality License)
- Nature of Business
- Fssai declaration form
If you are applying under the Manufacturing/Repackaging category, you also need to arrange for the following documents:
- Manufacturing unit photos
- Plant Layouts
- Machinery details used for production on a company letterhead paper (Capacity & Horse Power details)
- Product details on a company letterhead paper
State FSSAI License

FSSAI Central License
- Rental Agreement of Business Premises
- ID Proof of the Concerned Person (Aadhaar Card / Driving License / Passport / Voter ID)
- Any Government Registration Certificates (Company Incorporation Certificate / Firm Registration / Partnership Deed / Pan card / GST / Shop & Establishment / Trade License)
- If the applicant is a private limited company or partnership firm then they should provide MOA & AOA or Partnership deed copy
- IE Code (Import Export Code) Certificate (for the category of export and import IE code is compulsory)
- Authority letter from the company letterhead to the concerned person stating that he is authorized to file an FSSAI application
- List of food categories desired to be manufactured (in case of manufacturers)
If you are applying under the Manufacturing/Repackaging category, you also need to arrange for the following documents:
- Manufacturing unit photos
- Plant Layouts & Product details.
- Machinery details use for production in a company letterhead paper (Capacity & Horse Power details)
Submission of Documents
You can submit the documents and the application offline. This will require you to submit a demand draft along with your documents to the state authority.
However, if you are submitting the application online, you need to follow these steps:
- Go to the FSSAI’s official website (Link – https://fssaiindia.in/) and check your eligibility for the type of license you need- basic registration, state license or central license.
- Choose the category of your business from the ‘FSSAI Food Registration For’ tab. You can choose from ‘Dairy product Manufacturers’, ‘Food Vending Machines’ or ‘Milk Chilling Units’. Read the details and then click ‘Apply’ on the top right corner of the page.
- Create an account and start filling out the application form. Provide all the documents required for the criteria you selected.
- Once you have filled out the form, click submit and take a print out a copy for yourself. Note down the reference number you are provided with to keep track of the status of your application.
One you have submitted the application for basic registration, state license or central license with proper documents, an FSSAI norms and regulations inspector will be assigned to verify them. If there are any mistakes in the application, your assigned inspector will send it back and mention the details that have to be edited. You may be asked if you want to submit any additional documents. Once the verification is done, your application will be approved.Remember to keep checking the status of your application!
Cost & Wait Time
A basic FSSAI registration can be completed in 7-10 days. A State and Central license can take a time period of 30-60 days. A complete inspection including document verification and a physical inspection may take around 60 days.
License Fee and Renewal Fee
- FSSAI Registration – 100 INR per year
- FSSAI State License Registration – 2000-5000 INR per year
- FSSAI Central License Registration – 7500 INR per year
- The renewal should be done 30 days before the expiration date mentioned on the license. A late renewal fee of 100 INR per day applies for each
