India produces more milk than any other country — 248 million tonnes in 2024–25, up nearly 69% from a decade earlier. But new government data tabled in the Lok Sabha shows that scale hasn’t translated into consistent quality. In FY26, more than one in three milk and dairy samples tested nationally failed to meet food safety standards.
The Numbers Behind the Headline
Union Minister for Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh informed Parliament that FSSAI-linked surveillance tested 39,351 milk and dairy product samples during FY26. Of these, 14,668 — roughly 37.3% — were found non-conforming with prescribed safety standards.
That’s up from FY25, when 33,405 samples were tested and 12,780 were non-conforming. In other words, both the volume of testing and the absolute number of failures grew year-on-year, even as the failure rate held roughly steady in the high-30s.

Enforcement followed the numbers. Authorities registered 10,714 civil cases and 1,054 criminal cases against food business operators in FY26. Of these, 9,783 civil cases ended in penalties or convictions, alongside 204 criminal convictions. Civil penalties totalled close to Rs 34.37 crore, and criminal cases attracted fines of Rs 34.51 lakh. The government has flagged all figures as provisional, pending re-testing, appeals, and court proceedings.
Not a New Problem
This isn’t the first time national data has flagged milk quality as a recurring gap rather than a one-off. FSSAI’s earlier National Milk Quality Survey, which sampled processed milk across more than 1,100 towns and cities, found that 37.7% of processed milk samples — including from major brands — failed quality norms, with contamination such as aflatoxin-M1, antibiotics, and pesticide residues flagged as a bigger concern than deliberate adulteration.
The FY26 numbers suggest that gap has persisted rather than closed, even as enforcement scales up nationally. A separate Health Ministry disclosure to Parliament this year reported 40,023 non-conforming samples out of 223,808 food samples tested across all food categories — indicating milk sits within a broader, sector-wide quality challenge rather than an isolated one.

Where the Gap Comes From
Government data offers a clue to the pattern. Of all milk produced in India, 63% enters the market, but only 32% of that flows through the organised sector — cooperatives and branded private dairies with standardised testing and cold-chain protocols. The remaining 68% moves through unorganised channels, where consistent testing, chilling, and processing infrastructure is harder to guarantee at scale.
For processors and distributors, the practical stakes go beyond regulatory exposure. Non-conformance data is now public record — tabled in Parliament and picked up by national media within days. For any dairy brand, that’s a reputation cost long before it becomes a legal one.

Consistent quality is built at the point of collection and processing, not caught after the fact. What This Means Going Forward
The FY26 numbers don’t point to a sector in crisis — production keeps climbing, and enforcement is visibly more active than it was a decade ago, with more samples tested and more cases pursued than in FY25. But they do confirm that quality assurance hasn’t kept pace with production growth, particularly outside the organised sector. The government has said it wants to bring more producers into the organised network for exactly this reason — better market access paired with better testing infrastructure.
For processors, that shift is already showing up as demand: institutional buyers, retail chains, and export contracts increasingly ask for documented quality checks before they’ll sign on, not after a problem surfaces.
